Brian Flynn
Brian Flynn, Senior Consultant and Operations Manager of Superior Safety Solutions, has more than 25 years of experience in EHS. Brian, has robust safety experience in construction, warehousing, production, power plants, recycling, and various types of manufacturing. Brian brings superior expertise to counseling clients on compliance with industry standards, workplace safety and health laws, rules, and regulations. Brian has successfully dealt with significant occupational safety and health matters in his former career in OSHA, including being a Senior Compliance Officer with boots on the ground experience conducting over 800 on-site inspections and investigations. Brian
was also an Assistant Area Director charged with effectuating OSHA’s enforcement efforts in both New York and New Jersey, managing a team of safety professionals in the conduct of more than 4,000 inspections. At the end of Brian’s OSHA career, he served as a Compliance Assistance Specialist under OSHA’ s Cooperative and State Programs section, serving on many VPP Inspections and facilitating
OSHA’s training and education efforts with stakeholders including union, employee, and employer associations. He has been involved in all aspects of OSHA litigation and understands the process at an expert level.
James Giarraputo
James Giarraputo, Senior Consultant / OSHA Policy and Litigation, has over 21 years of direct OSHA experience and is an expert on agency enforcement policies, procedures, and the application of federal OSHA standards. James, during his time at the OSHA Directorate of Enforcement Programs, was responsible for writing various agency wide policies, memorandums, directives, and technical letters of interpretation as well as performing national level reviews of agency significant enforcement actions. James was considered the agency “go-to person” when it came to OSHA’s Field Operations Manual. James has held a wide variety of positions within OSHA prior to his time at national office headquarters. He served for 13 years as an Assistant Area Director supervising field Compliance Safety and Health Officers as well as conducting thousands of formal and informal settlement conferences on behalf of the agency. James also participated in agency outreach and public speaking events as a regional Compliance Assistance Specialist. While starting out his OSHA career as a Compliance Officer, he conducted numerous workplace safety inspections in both construction and general industry. Prior to OSHA, James was a Supervising Construction Inspector and Investigator (IAD Office) with the NYC Department of Buildings. Proudly served, James is also a United States Marine Corps veteran.
Chet Lloyd
Chet has been a Board Certified Safety Professional for over 30 years and recently retired from almost 20 years as an OSHA investigator in the New York City metro area. He brings a multidisciplinary safety and risk management-oriented background, coupled with work in emergency preparedness and response to Superior Safety Solutions. To assist our clients on their OSHA regulatory compliance matters, Chet’s experience includes conducting hundreds of OSHA investigations including a number of multiple fatality and criminal cases and was OSHA Region 2’s maritime industry subject matter specialist and served as a staff representative to OSHA’s Maritime Advisory Committee meeting in Washington. Prior to working with OSHA, Chet was a Safety Supervisor for the Washington Group and Raytheon Engineers & Constructors for the Hudson Bergen Light Rail Construction Project for New Jersey Transit as the rail, station and bridge project worked its way North from Bayonne, NJ. He also worked in risk and safety management in the sports and entertainment industry working as an independent consultant for insurance companies, City and County governments, or directly to a venue such as the Orange Bowl Parade and Football Classic, City and County of Denver’s Mile High Stadium on an Emergency Preparedness project, San Diego Sports Arena, Walworth County, Wisconsin’s Alpine Valley Music Theatre, Fireman’s Fund Insurance Company, K&K Insurance Group, Guns ‘N Roses Stadium Concert in Florida and multiple other event or facility safety/emergency planning assignments around the nation. His introduction to emergency response was as an EMT in emergency medical services in high school however after college, Chet found himself working too as an emergency planning specialist at the Seabrook Nuclear Power Station involved with the offsite radiological emergency response planning in New Hampshire on behalf of Seabrook. Chet received his undergraduate and Master’s degrees from the University of Illinois, is still an active Emergency Medical Technician and keeps up his continuing education on OSHA matters and is an OSHA Authorized Trainer for Construction and General Industry.
Lisa Korn
Lisa Korn, CIH, CSP, Senior Consultant for Superior Safety Solutions, has more than 30 years of experience in EHS with 10 years’ experience as an OSHA compliance officer and 20 years in the Healthcare Industry. She is an OSHA authorized trainer for both Construction and General Industry and has experience interacting with all levels of stakeholders from employees, union representatives, contractors, to regulatory and management officials.
Lisa has conducted 200+ OSHA inspections with an emphasis on Industrial Hygiene Surveys, Health Risk Management, Respiratory Protection and Hearing Conservation. She has managed, developed, and executed a comprehensive industrial hygiene program for medical centers with 1700+ employees and evaluated policies and procedures for their effectiveness in managing risks. Lisa also has experience with accident investigations associated with amputations, arc flash, chemical burns, scaffolding, and chemical over exposures.
John Zeller
John Zellar of Superior Safety Solutions has 19 years in the safety field. John has more than 13 years as a Safety Compliance Officer with the Occupational Safety & Health Administration (OSHA). During that time, he fulfilled many roles such as mentor, Senior Compliance Officer, and for a small period, John was an Assistant Area Director. John has successfully completed 800 onsite inspections and investigations for OSHA throughout various industries. He obtained his CP-12 Army Safety Certification while working for the Department of Defense as a Safety Program Manager. John has a safety and health degree, industrial management degree, and additional course work in the safety and health field. John’s private sector work focused on the construction industry working for an industry leading commercial and industrial roofing company. Additionally, he worked for a general contractor as a safety manager overseeing the safety and health of a large construction project. Lastly, John has a 20-year career with U.S Air Force. He obtained his certification as an A&P mechanic, working as an aircraft mechanic, and later retiring as a maintenance officer overseeing people, their processes, and quality aircraft maintenance. This vast experience in many different industries makes John a highly experienced, analytical, technical, and mechanical individual with the expertise of interpreting and applying OSHA regulation.
Randy Dilley
Randy Dilley, a United States Marine Persian Gulf War Veteran, is a highly esteemed millwright and NCCO crane operator known for his work in both surface and underground mining operations. His unique insights into workplace behavior and safety ownership stem from his extensive experience as a skilled tradesman across various industrial sectors, including military, maritime, construction, and general industry. Randy graduated Magna Cum Laude with a Business Degree, focusing his studies on organizational behavior—analyzing how personality, perception, motivation, and group dynamics affect interactions and the overall effectiveness of an organization’s safety culture. His skill set has greatly benefited the Department of Labor, particularly the Mine Safety and Health Administration (MSHA) and the Occupational Safety and Health Administration (OSHA), where Randy’s expertise in Occupational Health and Safety has been instrumental in enhancing the Safety Culture within organizations.
Anthony Angulo
Anthony is a dedicated risk management expert with over ten years of experience helping companies secure their assets and streamline their operations through strategic loss mitigation. Known for his precision in identifying and managing potential risks, he has effectively reduced Experience Modification Rates (EMR) and built tailored solutions that align with each client’s unique needs across multiple industries. A Marine combat veteran, Anthony brings a disciplined approach to safety and risk management, prioritizing resilience, efficiency, and proactive protection. His extensive consulting experience enables him to provide actionable insights and industry-best practices to help businesses thrive in safe, stable environments.
Bill McDonald
A retired Lieutenant from the New Jersey State Police with 26 years of dedicated service, Bill brings extensive experience in law enforcement and public safety. Following his state police career, Bill spent over a decade as a Safety and Health Compliance Officer and Investigator at the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA). In this role, he investigated claims under more than 20 federal statutes, ensuring fair and thorough examinations of whistleblower complaints.
As your designated representative, Bill will leverage his deep understanding of whistleblower statutes to advocate on behalf of Respondents. Bill will provide comprehensive analysis of complaints, prepare all necessary documentation, and serve as the primary liaison between your company and OSHA.
Vincent Vogler
Vincent Vogler, Senior Consultant of Superior Safety Solutions, has more than 10 years of experience in the Occupational Safety & Health field. He has successfully dealt with significant occupational safety and health matters in his former career, while he was working for OSHA for more than 11 years. While Vincent was working as a Senior Compliance Officer with OSHA, he had conducted over 400 on-site inspections and investigations with his boots on the ground. He is a college graduate and had graduated top of his class. Vincent brings with him a bachelor’s degree, majoring in occupational safety and health. His leadership will not only help continue to coach others but it will also help share his extensive knowledge in various industries and trades, while providing the great quality of work expected.

Heather Pobicki, Practice Manager, has provided administrative support and onsite support to her clients for over 19 years, 6 years with Superior Safety Solutions. Heather has developed a wide variety of safety programs, training programs, provided technical support amongst our team, clients and OSHA, onsite compliance audits, and much, much more.
